Well ... the new Lord of The Rings Battle Games magazine (read - tabletop wargame). RRP $13.95, first issue $5.95. Comes with 12 assorted goblin figures, 4 pottles of paint, a paintbrush and a d6.
That's 50c a goblin. And this is from Games Workshop.
Even at $14 per issue, if they keep including figures like that it'll be the cheapest source for fantasy miniatures I know.
Oooh, on the back it announces issue 2, 12 Elf figures, no wait, Elves and Men of Gondor. 4 more paints, and issue 3 - metal Frodo miniature and a pot of paint (meh), and issue 4 - 10 Uruk Hai.

OK, Cardboard stand-ups of several of the characters in the center. Bonus.
Of the several photos of people playing, the are a lot of young males but only one [token] female in the magazine. Oh, and one whose gender I am unsure of. Not so good.
The map of the Lands of Middle Earth on page 3 is very nice, pity it runs back onto page 2 so the entire page can't just be used as a handout.
