I think what would actually help with WINZ, rather than lots of policy changing, would be to have more staff at the offices and pay them a bit more with an expectation they will be sensible.

As for uni, the system already does "ensure that taxpayers' generosity is not being exploited by those who refuse to take their tertiary studies seriously." Students who can get student allowance only get it for 200 weeks - ie an honours degree. If you fail more than half your courses, you don't get any money next semester. That seems pretty reasonable.
